Research Budget Allocation of Higher Education in the Philippines: Use of Fractal Analysis

The study was prepared to describe the hidden dimensions of budgets allocated to state universities and colleges using fractal statistical analysis. In assessing the dimensions of budget allocation, the researchers used the data sets of 105 state universities and colleges for fiscal year 2014. Findings revealed a nearly oligopoly budget allocation and the normative funding scheme implemented by CHED were the observed hidden dimensions of the budget allocation. Accordingly, the apportionment is considered a natural phenomenon and still in its fractal state of nature.
